Capitol Strategies Group sets the standard for counsel in California government. Our clients receive timely communication, access, strategic planning and creative problem solving.

Services provided by CSG include state contract procurement, intervention to create opportunities or to solve problems, the management of legislative and administrative activities – ranging from monitoring, research, and consultation – to direct and indirect lobbying to affect either enactment, amendment, or defeat of proposals. The firm has advised and appeared before, or provided services to, the Governor and his administration, every constitutional officer, the state legislature, many of its committees, and virtually all California state agencies.

Dennis LoperDennis Loper, President

Dennis Loper, has been a lobbyist since 1971 and brings his experience and expertise into every negotiation, every committee room, every opportunity to represent the client. Loper is a leader in political strategy and is well respected for his aggressive pursuit of the client’s interests, both in long-term goals and the immediate win.

Whether the issues have been procurement of million dollar state contracts, energy deregulation, alcohol regulation or telecommunications, Loper has provided leadership, political savvy, and follow-through for clients, that not only leads to the best result but fosters better relationships in the process.

In 1977, Loper was appointed as executive director of the California Distributors Association, a position he still holds today. CDA members are wholesale grocers who provide distribution service to convenience stores, independent grocers, and small supermarket chains. As the association’s legislative advocate, Loper has state and federal responsibilities.

Loper provides top-notch consulting service to his clients resulting in many long-standing relationships. For example, Loper has been representing both the California Beer and Beverage Distributors and Sprint-Nextel Communications for more than a decade, is a testament to Loper’s superior service to his clients.

Meghan LoperMeghan Loper, Lobbyist

Ms. Loper has been helping shape State policy for over a decade. She joined CSG with extensive government affairs experience advocating for private businesses and working with elected officials. Ms. Loper has a unique ability to identify policy opportunities, develop effective advocacy strategies and achieve success by utilizing her bipartisan network with key decision-makers.

Prior to joining CSG, Ms. Loper served as Public Policy Director for Majestic Realty Co., one of the nation’s largest privately held, family-owned real estate development firms. During her tenure, she worked actively with several trade associations and represented the company’s interests throughout Southern California and in Sacramento. With Majestic properties playing a critical role in the supply chain, Ms. Loper served on several regional goods movement committees and stakeholder agency advisory groups. She also gained extensive experience on transportation issues by serving as the lead staffer for a member of the California Transportation Commission. Ms. Loper also served as the Program Director for the Majestic Realty Foundation, where she advised the Foundation’s board of directors and regional planning teams. She also developed the curriculum for its flagship program, the Los Angeles Youth Leadership Council.

A graduate of the Coro Fellows Program in Public Affairs, Loper continues her involvement by serving on the board of directors of Coro Southern California. Loper received her MBA from the Marshall School of Business at the University of Southern California. A two time Trojan grad, she graduated Cum Laude with departmental honors and holds a bachelor of science in Public Policy and Management from the USC Price School of Public Policy, where she now serves on the Leadership Council.

Marvin F. PinedaMarvin F. Pineda, Lobbyist

Marvin Pineda’s experience spans nearly a decade in and around the state Capitol. Prior to joining Capitol Strategies Group, Mr. Pineda served in both houses of the Legislature and worked for one of California’s premier trade associations. During this time, he was instrumental in enacting healthcare, water, and workforce legislation.

Most recently, Mr. Pineda worked as Legislative Director at the California State Assembly where he counseled Assemblymember Rudy Salas on a diverse array of policy issues including energy, agriculture, transportation, water, and Latino Caucus priorities.

Previously, Mr. Pineda worked for the California Medical Association’s legal department where he was a registered lobbyist. At CMA, he counseled lobbyists on healthcare legislation affecting physicians. He also advised physicians on healthcare law and counseled the Association’s bylaws committee on corporate governance.

Mr. Pineda has previously served as staff in the California State Senate and clerked for the legal department of a leading national insurance company.

Upon receiving his B.A. from University of California, Riverside, Mr. Pineda was selected for the California Latino Legislative Caucus Institute for Public Policy Richard Polanco Fellowship. As a Polanco Fellow he worked for the California State Treasurer and California State Senate. He holds a Juris Doctorate from University of California, Davis School of Law where he was awarded the Witkins Award (Top Grade) on Legislative Process.

Mr. Pineda is a member of the California State Bar.
