DENNIS L. LOPER

President of Capitol Strategies Group, has been a lobbyist since 1971 and brings his experience and expertise into every negotiation, into every committee room, into every opportunity to represent the client. Dennis is a leader in political strategy and is well respected for his aggressive pursuit of the client's interests, both in long-term goals and the immediate win.

Whether the issues have been procurement of million dollar state contracts, energy deregulation, alcohol regulation or telecommunications, Dennis has provided the leadership, the political savvy, and the follow-through for clients, that not only leads to the best result but fosters better relationships in the process.

In 1977, Dennis was appointed as executive director of the California Distributors Association, a position he still holds today. CDA members are wholesale grocers who provide distribution service to convenience stores, independent grocers, and small supermarket chains. As the association's legislative advocate, Dennis has state and federal responsibilities.

Jim Cassie

Lobbyist. For the last 25 years, Jim Cassie has worked with virtually all levels of state government on an array of issues, with a primary focus on the electric and gas industry.

Mr. Cassie has developed a substantial background working with the California Energy Commission, as well as the California Legislature, state boards and agencies, and the Governor's Office that include its reporting departments. At the end of 2000, he retired after more than 30 years of service to Sempra Energy and its predecessor company, San Diego Gas & Electric. Mr. Cassie has an extensive understanding of the utility industry in general and, specifically, the California electric restructuring laws and their recent implementation.

Born in San Diego, Mr. Cassie resides in Sacramento and is a graduate of San Diego State University.
